Summary:

The creation of roads, settlements and forts suggests novo specialist contractors brought in after establishment by military. Towers and a fort, Caer Gybi, are located nearby as well as a Fort at Chester (Deva) to the east this indicates a high degree of military control. However there is evidence that civilians were involved in the mining.
